The qualifications necessary for the post of Director of this Observatory are the same as those required in case of a Director of an observatory, at home. But in Hongkong a practical acquaintance with typhoons is essential, and the only person having the particular knowledge required for dealing with typhoons is Mr. W. D. Doberck, and on that account alone the question of his appointment to the post should have consideration. As the appointment will eventually be made by the Secretary of State with the assistance of the Astronomer Royal, should Mr. Doberck be recommended for the post his claims on this particular point will need to be strongly insisted upon by His Excellency, the Governor, so that there is a chance that the Scientific Authorities at home will select a candidate who is engaged in a different line of research.
